How to Use the Tourism Planning Toolkit

The Tourism Planning Toolkit is designed for use by local authorities and Regional Tourism Organisation (RTO) staff who have some responsibility for destination management in their area.

It can be used in two distinct ways:

  • To tackle specific issues associated with the development and management of tourism, including the collection of data.
  • To develop a tourism strategy, which could be one of a series of local authority plans, to assist in planning for and funding of key projects.

To use the Tourism Planning Toolkit, simply pick a point and start reading.  Complete the checklists, and note where you need to undertake additional research to gather the required information.  If you wish to compile a Tourism Strategic Plan, it may be easiest to start at the Situation Analysis Toolkit.

Currently many local authorities do not have specific staff members responsible for tourism and issues associated with the industry are often picked up in an ‘ad hoc’ manner by the most appropriate person.  Read the Lincoln University study, Report 56

The Tourism Planning Toolkit has the potential to make a very strong case, for local authorities in particular, to appoint a designated person/persons responsible for tourism. 

This person would act as a liaison between departments and external agencies, and help to co-ordinate action internally and externally when required.

An international model (VICE) that acts as a template for identifying key groups of stakeholders is appropriate for New Zealand. It is included here to identify the key dimensions of a tourism strategy.  A successful tourism strategy needs to address these components.

VICE model

The VICE model can be used to check the future viability of tourism decisions:

  • How will this issue/decision affect the visitor?
  • What are the implications for the industry?
  • What is the impact on the community?
  • What is the environmental effect?

Unless there is a positive answer to all four questions the decision and its outcomes are likely to be unsustainable.

The VICE model will be used as a check throughout the Tourism Planning Toolkit to ensure that the needs of the key stakeholders are met.
